If the Royals really were lizard spawn, that would let them off the hook for their moral depravity, so I wouldn’t go in that direction. Drawing lessons from history, Charles is more likely to be bumped off by another royal than by a raging mob. Better consider them the winning organised crime family that captured the State, and the Empire is the resulting multigenerational globe-spanning crime wave carried out by their lackies and subjects, not without some resistance and accompanying mortal dread (“uneasy lies the head that wears the crown”) and economy-leeching/treasury-draining security apparatus.
